The only swimming pools I know of here in SE Idaho are indoor, or heated. Shelley City water is a flat rate, and irrigation water is pretty unlimited as long as you are sharing. But in some other areas water is metered, which could make a big difference.
You can try the zoning departments and see if there are any restrictions due to high water table..I have seen pools in se boise as previously stated, also on the bench and west boise as well as meridian. www.cityofboise.org www.cityofmeridian.org

This is just what I heard many years ago from a friend who had a pool. If it is a outdoot pool you can call the local fire department and they will come fill it up with water from the hydrant. The kicker is they get the rights to use the water if need be if there is a fire in the area, but honestly most people would let them anyway and it makes no sense that they would need that pool water if they hydrant is so near. But that is just a thought.
In East Idaho some cities will regulate water usage during a declared drought situation. They ask people to only water lawns on certain days and conserve water, but other than that most places don't even meter water and it's fine.
Most folks dont know this, but a swimming pool uses LESS water than the same area would have if you had just left it grass. I live in the desert where water comes at a premium, and still, it only cost me $9.00 (nine dollars) to fill my built-in swimming pool.
