Because heaven forbid some law enforcement official asks in any
misconstrued way if someone arrested is a legal citizen or not.

to belabor the obvious: Congress and the President are not beholden to California Codes, nor are they particularly interested in them

...unless their enforcement is attempted.



With such Congressional, Executive, and Judicial friends in high places, who needs a proctologist?
