In his speech in El Paso on immigration reform on May 10, 2011, President Obama declared that the fence along the border with Mexico is "now basically complete."

There already is a topic started about this. But yes the "cow fence" is basically complete.

I think he meant to say, "The border fence is done in the sense we aren't spending any more money on it". That money is better spent on poor illegal immigrant families.
