how do you keep them from not coming back?
on point:
NON-CASH moving assistance in the form of bus, train, plane tickets, fuel stipends...
and disposal of what "assets" they may have accumulated that are impractical to ship 3-5000 miles.
On arrival at their home village in their home country...
some more NON-CASH assistance in the form of US made tools, equipment, household appliances, etc
(which they can use to re-establish themselves there and for some to actually flourish)
Because another one would come in their place. It doesn't matter which political power is in place, neither will raise the fine high enough for hiring illegals to make it cost more than hiring Americans, Green card holders or H2As.

It appears France has had some success with this.
I was thinking in small terms but 10000, I think all of them might return home.
