Of course it applies to everyone. They certainly couldn’t enact a law exclusively for illegal aliens. So, they did the next best thing, and changed their policy to protect illegals under the guise of being for all. Who other than illegals, and a small group of citizen drivers who have had their license suspended or revoked would benefit? It essentially makes driving without a license an acceptable practice, and will only lead to more deaths. But, as long as it benefits illegals, all is well.

Sure it does. Even if they impound the car until the owner shows up to pick it up, there is nothing requiring the illegal to stop driving without a license. He can just hop in another car and start driving like nothing happened.

It doesn't remove the penalty for driving without a license. It removes a certain type of penalty in a certain type of situation.

No. It means that you don't get arrested for it at DUI checkpoints, but instead get a citation. If you are pulled over for speeding, for example, it doesn't seem like this law would apply.

Moreover, you cannot assume that the same idiotic policy does not apply to speeders. After all, if they are removing the penalty at DUI checkpoints, why would they not likewise remove the penalty for unlicensed speeders?
