both. fund as many students as possible. the brightest can go to presitigious schools free, the slowest can go to vocational schools or less prestigious schools for free.

depends on the job. many jobs are "unskilled", meaning that there is little to no qualification. and those are the jobs that are usually needed by the economically downtrodden. funny how that works.
