Huh? I'm not comparing an engineer to a landscaper. I'm asking if the basis for employment, from the employer's standpoint, should be qualification or economic need?

burden of proof is on the claimant. otherwise i could make any outrageous claim and send you on a wild goose chase. simple debate procedure.

the fact that immigrants founded this country, it's been full of them from various countries since, and we have had our ups and downs regardless. if anything is to blame for the state of the nation, its the people running the nation.

depends on the job. many jobs are "unskilled", meaning that there is little to no qualification. and those are the jobs that are usually needed by the economically downtrodden. funny how that works.
