People who secured state citizenship would be able to vote in state and local elections and run for state office. They could get a driver’s license, a professional license, Medicaid and other benefits controlled by the state. Immigrants would also be eligible for in-state tuition and financial aid.
The legislation would not grant legal authorization to work or change any other regulations governed by federal law.

Agreed. If Obama and Holder are going after Arizona to stop us from running illegal aliens OUT; how does New York have the nerve to go against Federal law the other way.
All over the US and South of the Border, this article is going to be used for other States to get rid of their illegals and for the South of the border folks to send more this way. Commenters from Texas and other heavily invaded states were almost giddy at the thought of all the illegals in their state going to NY.
One thing this guy doesn't get it the illegals he wants to give state citizenship can't vote on this until it passes. Regardless as a elected representative spends his time championing for Illegals vs legal citizens, he should be booted from office.
What they are doing, what this Admin is doing is horrible. They're begging for people to keep coming. No matter the dangers and risks that exist, they want them to keep attempting to flow into this country like a leaky faucet. I dont know how not securing the border isn't illegal. And how can NY make up these rules/laws? I live in CT. Thats all we need is more illegals up this way. They will flow right into Connecticut as well.
