It's a great idea to learn Spanish before taking a trip to Spain or Mexico, and certainly enhances your travel experiences but no American should be required to learn any particular foreign language just to live in his own country.
How would you like to be told you must learn Chinese in order to have a job and that if you don't attain native Chinese fluency you can forget ever having a job? Or Swahili, or whatever foreign language.
There are many jobs in the US that require fluency in a foreign language.
RICO charges is a wonderful idea, except nobody in the government, who matters, CARES. I've worked for two different companies (same industry) who both violate the RICO act by mislabeling employees as "independent contractors", a scam that goes on in many industries. They do this to avoid paying state and federal taxes and benefits. I turned them both in, and guess what? NOBODY cares . . . .
Perhaps if the government DID its job, the employers would not find it so easy to violate the laws, then maybe those illegal jobs would go away, and then maybe . . . .

Independent contractors is legitimate. Quite common. And, there is no law requireing the payment of "benefits"

Funny thing is the Feds want to regulate Hay deliveries for livestock due to contamination of our food supply yet we have no idea what diseases the illegals who are working in our slaughterhouses may have................

NOT if it is used for an EMPLOYEE, which is defined under state and federal statutes. When it is used that way, knowingly, it is for the purpose of defrauding the State and US government, as well as the employee.
It is used by many crooked employers as a way to lower costs.
In my situation, I was clearly an employee under any "test" the government applied, and the state Labor Board agreed, which is more like a civil decision. The penalty would have to be taken up by the district attorney, who, to date doesn't have the manpower.
