The Monical's "rumor" is not a rumor. I got it from the person who is the regional manager for Monical's that covers this area. She is part of the same church small group that I am. Monical's has owned that plot of land for about ten years, but refused to build until Saint Joseph repealed it's alcohol ban ordinance. Now that the township has done so, Monical's will build their restaurant. There is one restaurant that needs to be built (in Urbana) before one will be built in Saint Joseph, so it will be a year or two before the restaurant is actually built. But I was assured by the person who makes these decisions that the restaurant will be built.

Saint Joseph has a large affluent population it's true, but not all are well off. I am one of those who would like a Dollar General, and I am definitely not the only one. You're right that Dollar General probably would not think of locating here.

The shopping center will be on US 150, on the far west side of town between the Salt Fork river and the Pioneer seed plant.

Yeh, I edited my post to correct myself. I was thinking of Family Dollar, not Dollar General.

I presume this is so they can serve beer on the premises? If so, have they jumped through all the liquor license hoops yet? It'll be interesting to see how many the city will issue and who gets them.

As far as I know, they have the liquor license and are all clear to build when they are ready to. The city plans to restrict the number of liquor licenses they issue. So far they have only issued two package liquor licenses and have no plans to issue more. I think they've only issued two licenses allowing serving of drinks at this point. I don't know if they plan to issue more than that. Saint Joseph has wanted Monical's to build here for years, so they were very accommodating.
