Commercial construction may be in the doldrums nationally, but not in Downtown Indianapolis | The Indianapolis Star | indystar.com

Even in a bad economy Indianapolis keeps chugging along.
Lets see the construction boom keep going.
Heck during Super Bowl week saw a few construction Cranes myself

I like the idea of getting rid of surface parking lots for apartments, retail, commercial. There are two huge apartment buildings going in right next to us. 1010 Central is the market rate one and then the one next to the Red Cross building on Central which is going to be affordable. Then there is the multi story one on Mass Ave. I love seeing more people living downtown. It leads to better retail opportunities and more vibrant streets.

I was under the impression that 1010 Central was also affordable. Kind of like the 707 North College apartment building.

707 is a mixed income building as well as 1010 Central. That means only a portion of the apartments will be "affordable" and the balance market rate. I bet it is to qualify for special financing.
