Dark clouds are a sell signal. However, the silver lining is a buy signal. Wind speed also matters, because high winds tend to drive the clouds away. That signals a sideways market. However, periods of low-wind cause the clouds to linger, which means more volatility.

I've heard there is a dark cloud behind every silver lining.
The video watched explained that in areas of congestion there are no buy or sell signals. That is shown in the image with the horizontal red line I inserted. Buy signal occurs when the blue line crosses the red line and the stock price is above the blue line. This is clearly seen on the up move. Sell signal is when the red line falls below the blue line and the stock price is below the red line. That is shown also. RSI can also indicate a change in direction. 70 over bought 30 over sold.
