Jax is a good choice coming from NC. It will be much less of a culture shock for you.

Jacksonville is very large in land mass. The "walking" areas where more people will be out and about walking and meeting people would be the following in my humble opinion (I'm 33 and married though)
San Marco: very much a walking area...lots of coffee shops/wine bars/storefronts/lakefront/close to downtown...Yuppyish crowd...intellectuals
Riverside: more artsy types than San Marco. Up and coming area, good walking and meeting people. More apartments/quads/duplexes/close to Avondale with great restaurants and hang outs..close to downtown
FivePoints: not that familiar, and don't think I know anyone who lives there. BE VERY CAREFUL on where you choose close to downtown. There are some areas that are being revived, but I certainly wouldn't be walking around at night, and I'd be locking every window and door at night. Stay in the already revived areas at your age.
Southside: Near Deerwood where Merrill Lynch, Chase, Citibank and other large corps are there are many young people. It's not a walk-around area, but there is the Town Center that is nice, and people hang there. Lots of places to get out and meet people. Movie theaters etc.

Boils down to the following for you
1. When you say get out and meet people...do you mean happy hours, places to go, or neighbors that play tag football at the park. That is the difference in some of the areas.
2. What are you going to be doing for a living downtown? Banking, design, IT, ???? That makes a difference
3. What are you used to in NC, and trying to duplicate? That will make a difference
4. Your budget.....San Marco will be the most expensive, Southside next, then Riverside.
5. Safety: San Marco first, Southside then Riverside. (IMO)
6. Do you like apartment buildings with amenties like pools/tennis/gym? If so, don't go to Riverside or San Marco....they don't have that. Everything is centered around city activities. City tennis courts, parks etc. Great atmosphere, but not inclusive of an apartment building.
7. Southside will get you closer to the beach if that matters to you

Hope all the info is helpful.. You made a good choice being young and choosing Jacksonville. It is the youngest Florida city according to all the data...the median age is 24.
