Those markets and fruit and veggies you are buying are the rejects grocery stores rejected and people buy cheap and resale to you in the markets that's why it's cheaper they are not organic at all just rejects they are not farmers just people who buy cheap and resale

Farmer's Markets In St. Augustine: Wednesdays @ The St. Augustine Beach Pier, Saturdays @ The Ampitheartre, and Sundays Downtown in Lincolnville @ the south end of Riberia St. Most of the venders grow the produce they sell. There is a mixture of produce, arts and crafts at these markets. I have no idea how you tell for sure which produce is really grown organically unless you have personally watched the entire process from planting to harvesting.

Organic farmers grow organically, though many can't afford the certification process which is ridiculously expensive. Organic/all-natural farms will advertise as such, fake farmers who show up with resale produce don't have signs with a farm name and couldn't tell you squat about what they're selling. It's pretty easy if one is aware at all.
