I mean don't see it until the person is hired and it goes in their file

Wrong. I see all the resumes, and talk to most of the people that get interviewed. My boss always asks my opinion, and some of the time tells me to make the hiring decision.

Corporations and hiring managers tend to have other things to do rather than just interview.

My manager (not just a manager but at a VP level) travels quite a bit and doesn't have time just to navigate around a candidate's schedule UNLESS the candidate is one she has met and is bringing in for an additional interview.
We actually have work to do not just sit around and interview. I should add the caveat that she would only be flexible if she REALLY likes the candidate and is considering having an offer made. She wouldn't coordinate schedules for just a hmm they passed the first round and seem okay so far.

Now if you have already interviewed with them initially, etc and were someone they were really interested in then they are being rather inflexible

Seriously others ignore this advice or statement unless you are applying at McDonalds.

You won't even get to a hiring manager (unless you have an "in") at the past companies I have worked at including my present. Even in my present group you won't get a promotion unless HR reviews your qualifications and a biography to ensure there is no blatant bias in the promotion. They see everything resume, app, etc and usually are the first denial.
