Silence is Golden in the workplace. As for strangers or others outside of the workplace that would be a form of networking.

And no broadcasting it on facebook either!

Do not say anything to anyone until you have everything lined up, all forms signed, and are giving your two week notice.

A coworker of mine (Coworker 1, not me) was looking for a job. She had a job offer and was told that all that need to be settled was a start date and signing some paperwork. She told people at work about it. Another coworker (Coworker 2, also not me) basically set her up (the second coworker was also looking for another job). Coworker 2 went over to Coworker 1's prospective new employer and told a bunch of lies about Coworker 1. Not only did Coworker 1 lose the job offer, but the lies made up by Coworker 2 got around to her current boss and Coworker 1 almost lost her current job as well. Shortly thereafter, Coworker 2, surprise, got another job.
