So I had a second interview with a panel of directors and managers. The interview went really well and they asked me about my start date and gave me details on next steps. So after my interview the next morning I sent a thank you email and received 2 responses out of 4 from the directors stating that they thanked me and said it was great to meet me and talk with me. I then got another email stating that they had to meet with upper management and they would get back with me on a specific day and time. Is this a good sign or any thoughts on this matter?

While it could be a hopeful sign, you just never know. As a hiring manager there have been times when someone had a great interview, and was at the top of the list, but then the next day someone else came and blew them out of the water. There have also been a few that were eliminated after checking references. The only real good sign is a job offer. Good luck, hopefully you get it, but don't stop looking/applying until you accept an offer.
I have been in contact with the director for the past month and half about the position and everything has been positive so I guess I shall see by Friday of this week.
Ok. Then is sounds like that they need to confirm that funding is still in place, and that the company still wants to fill the position. So, if everything is a go, they should be offering you a job.
