I grew up in Hays and still return frequently. I live in KC now.
Hays is a typical KS town, although large for western KS at about 20k with the university. Volga German heritage is still dominant, with not a lot of diversity outside of campus.
As for best places to live, that will vary based on what you're looking for and in what price range. Housing overall is pretty affordable.
As for "festivities", that will also vary based on what you're looking for.
