Check out kansasfreeland.com,it lists towns that are giving away land to build a home on. I think Horton Kansas does this also but is not listed on that site.
Horton also qualifies for a property tax rebate for 5 years and if your a first time homebuyer you also get $8,000.00 from uncle sam.
The best part of it is that it is close to areas tha have very good job opportunities.

Most of the counties that have the free land programs in effect are "frontier counties." These counties are extremely isolated to the average American with very few ammenities available. Sure, some of these small towns might appeal to a specific group of Independent-minded people who like isolation. However, nothing will stop the huge levels of out-migration from the rural counties. It has been happening for over 100 years and will not stop anytime soon in my opinion. The micropolitan cities like Salina, McPherson, Hays, Manhattan, Newton, Dodge City, Garden City, and Liberal will probably continue to experience slow yet steady population growth, though.

Here is an article on one town: Kansas town woos modern-day settlers with promise of free land | The FRANCE 24 Observers. At one time, we looked at what was available. What we saw were most often city lots where a property had been torn out and now it was just a burden on the taxpayers there. The lots probably had a value of $2,500 maybe a couple thousand more but the requirements were high when it came to the size and type of house/garage etc. that had to be erected. A mobile home was a no-no and even a modular in some instances. All of the towns would most likely require a longer commute to a job, thus the reason the land was free.

One would be better off finding a county without a lot of restrictions on building and just buy a lot and build the sort of house you wanted or that at least was my opinion.

Rarely is "free" the bargain it sounds like it would be.

In the towns mentioned originally, houses with land were cheap to begin. There are SO many older people "departing" that it is leaving a lot of houses vacant with no one to purchase in the smaller towns that don't have employment opportunities.

During the recession and when gas jumped up so high, many walked away from their homes in these small towns that are further out from jobs. They were living there because housing was cheaper, but the cost of gas made it impossible to afford the commute, so they walked away. The price of gas declined, but it will get back up there again. There are usually no jobs locally.
