I plan hopefully on moving from Hardin County into Louisville this summer. I have my car fully registered in Hardin County. If I move to Louisville, will I need new plates since I have Hardin plates and what fees are involved? Could I get away with not changing my stuff over since my car has valid KY plates and stuff?

You would have to switch the car registration at the Circuit Clerk office in the Kentucky county to which you move. No new tags or stickers are necessary (although you can ask for a free Jefferson County sticker and I'm sure they'll gladly let you have one.)

There's a small processing fee to print and process the updated registration. For your annual renewal, you can just visit any Jefferson Co. location.

When you move to other counties within Kentucky you would never get a new plate. Do they do that in other states??

Very good reply, but one minor detail to correct. Silly Kentucky spread the wealth amongst politicians puts drivers licenses under the Circuit Court Clerks office. Vehicles, Boats, Deeds, Mortgages, and many more records and fees are collected by the "County Clerk" aka "County Court Clerk".
