It's difficult to know exactly, as "quaint" is a very vague word. However, Maryville has a very nice, traditional downtown and a college right in town. I would not classify Oak Ridge as quaint... nor Sevierville... nor Pigeon Forge... nor Lenoir City. Athens is quaint, but about 40 minutes outside of Knoxville. Jefferson City is not really quaint, but it's clean and nice. Greeneville is quaint... and Johnson City is somewhat quaint (it's larger than those other cities). JC has a large state college. Greeneville and JC are a good distance from Knoxville (an hour's drive).

Yes, ideas of quaint can vary. IMO it takes an older downtown, with most of the buildings being 2 or more stories. Ideally you have quaint buildings on both sides of the street.

I think there's a core of quaint in Sevierville but it is overwhelmed by the tourist stuff. It's been a while since I've been to Lenoir city. I got the impression it had the bones of a quaint city, but without attractive businesses filling the buildings.

I recently got lost and ended up driving through Hot Springs, NC. If I didn't have a job in Seymour, TN (which I love), I would move to Hot Springs. Talk about quaint! I just loved it there.

Hot Springs is very nice. Marshall and Mars Hill are great, too, btw - if you're ever out exploring Madison County again.
