I live in LC and I have also lived in both Phoenix and Tucson. The monsoons here don't compare to the monsoons in Southern AZ (it's hotter there, like Vegas is). Last summer was an anomaly - we got dumped on with so much rain it was out of control. Weeds grew to 3-feet tall and beyond. I have noticed since the mid-90s the ferocity and intensity of the summer monsoons in AZ has dropped dramatically. Climate change? In 1994 I saw hail in July, with almost a solid month of seeing the skies turn dark around 4pm every day followed by torrential rainfall. It's not like that anymore.
It might spike up to that if the rain is coming down nearby or has
just fallen and the sun comes out, but 30-40% is more common.

They don't work very well at 30-40%. If it is 103 deg and you get
cooling of 10 deg, that's not going to be adequate. Inside, if running
an evaporative cooler, you'll easily see those 70% humidities.
The thing is that in Las Cruces, the temperature in the morning will
always be nice for a while, but in summer in Las Vegas, it can be
pretty hot right after the sun comes up.
Right you are, I must have been thinking about the humidity inside. It gets awful if you try to run the evap when it's relatively humid outside.
