I would also take another look at your height above sea level figures. Not sure Anthem gets up to 3200. The Strip is roughly 2,000 ft elevation. Alexander and Durango area is about 2400-2500. Boulder Highway is only about 1500 ft. Around Nellis would be the lowest elevation. I have not checked the Lone Mountain area.

We live on more of a series of alluvial fans than in a valley.

Over several decades, many parts of the city, like downtown, and the Strip, has subsided several feet due to pumping water from the aquifer underneath.
Apparently the weathermen are not very good at what they do. The difference between summer and winter for the sun is, in summer it gets up from east to the top of the sky then falls to west, while in winter it does not rise all the way up but from east to south, then falls to west. So in general for a valley like Vegas, the middle of the valley get more sun shine in summer and less sum shine in winter.
