I've read that some counties allow non-residents to vote on local property tax elections.

This country was founded based on the mantra of "No Taxation Without Representation." I really think the modern system of denying property owners a vote on property taxes is, well, misguided at best.

Schools are just as bad as Vegas and you're dealing with LA traffic when you want to head to work/entertainment. Infrastructure/roads are in worse condition. Your best bet for affordable housing is the Midwest, but good paying jobs are impossible to find.
Believe me the IE weather is not even close to LV. Much cooler in the summer especially in the evenings and much nicer in the winter. Love living right next to LA and OC too .

And Moreno Valley, CA is known for excellent value, already much cheaper (or close) than Las Vegas now.

If you want to split hairs, it is officially an exemption. From utah.gov

Or Beaumont, CA, already cheaper than Las Vegas. Excellent weather at 2,500 ft. elevation, higher than Las Vegas.

You're joking, I presume? Baker is, for all intents and purposes, an extension of Las Vegas. It's a highway stop an hour away. Same distance to Las Vegas as Mesquite, just lacking casinos.

Beaumont is a good choice. It's close to Big Bear and Lake Arrowhead, the casinos in Palm Springs are 20 minutes away. LA and Orange County beaches are 1.5 hours, San Diego is 2 hours.

Baker is the gateway to the budding metropolis of Victorville, which will soon be linked to Las Vegas by high speed rail. Time is running out to snap up bargains.

Have you been to Moreno Valley in the past 20 years. The smog is no worse than LV. Much better than SLC in the winter.
