This is not a partisan issue. Nevada has a Democrat governor, two Democrat senators, and three (out of four) Democrat Representatives. How many support elimination of the Electoral College?

There is nothing in the Constitution that mandates how states have to allocate their EC votes. So yes, the change could be made via an Amendment but this is a perfectly legal and viable way to do it as well.

And of course, from a practical level, more attainable as naturally, smaller states will strenuously resist giving up their unfair and unequal greater representation in selecting our country's president.

Let's say this was opened up again for negotiation, just as it was in the late 1780's when the constitution was being negotiated. If NY, CA, IL, MA, etc insisted on popular vote only for President, and lets through in control of the legislature by straight popular vote? The big bunch of other, and less populous states, insisted each state having and equal say. What would happen? Either essentially what we have now, or the country would break up, likely into 3 or 4 smaller countries, and maybe in a nasty way. This is what would have happened in the 1780's, but everyone realized that the existing bunch of states were better off together than separately. I don't know if that would be the case now.
