Must HOAs have arrangements with tow companies to tow illegally parked cars. Nothing worse they having to deal with bad neighbors. Hope the issue is resolved quickly.

I don't have any advice since I think all the best advice has already been given by other posters but I do feel for you and I hope the situation gets better soon.

Nag the HOA nonstop.

Write a letter and attach the printed photos showing the trash and cars. Cite the HOA restriction violated and ask the HOA enforce each rule. Send it registered mail with signature required. Knock on your other neighbors' doors and ask them if they would sign the letter to join your complaint about the problems. The HOA can ignore one of you, but it is hard to ignore 3-4 of you on the same issue. Ask as many of your neighbors to join you at the next HOA meeting and address the issue during the owner's forum on the agenda.

Parking may be addressed in your CCRs, but if the streets are publicly maintained, your HOA cannot enforce parking restrictions that are not municipal ordinance. As another poster stated, most HOAs with privately maintained streets have an affiliation with a tow company. Call the tow company and tell them your driveway is blocked--let the tow company sort it out with the HOA PM and the violator. You get those guys towed once, they will not park in your way again.

The LL probably has a PM. You are unlikely to gain any ground here. If the HOA issues a violation notice, it is going to the owner, so if the owner cares, they will have to attempt to clear the violations.

Litter and parked cars are not police matters in the context you are experiencing. Don't waste their time. Maybe call 311 about the noise after hours and if it is bad enough, and enough of your neighbors call, you might generate a response.

Try calling the police and see if their presence during one of the parties has an effect.

Take photos of the trash and parking violations, etc. Send them to the property management company in AZ with a letter stating the problems. Send a cc to the HOA, as well.

That house is an investment for them, and just because they are in AZ doesn't mean they want destruction of their property, much less a lawsuit from a neighbor and/or and HOA.

The CC&R is a contract between the homeowner and the HOA, failure of the association to uphold the regulations can be considered a breach of contract. You can sue the HOA. First of all contact the LL, show them the videos and ask him/her to intercede, if no cooperation is received, sue the LL too.
