That's totally incorrect. If you mean it wasn't as big as at present, you are correct. But the statement as it stands is not.

With all due respect, this is a public forum and, if you post something which requires more information, your question will either be ignored or somebody will take a little more time than usual to try and figure out what you're trying to say in order to help with a response. It's certainly not contingent on the reader to send you a private message asking for clarification.

It sounds as though whatever problem you had was resolved. The remaining issue you have seems to be concerned with USCIS protocol and would be better addressed directly to USCIS for clarification.
