My belief is you first need to have an employer to sponsor you and go through the process of showing why they need you rather than someone already legal to work. H4 is a residence visa that only allows you to be here and NOT work...
Exactly. H4 is a dependent of an H1B and does not allow you to work or to seek employment at all. It's not nearly as simple as just changing your visa status!
It's not a simple process at all. First, a prospective employer must have a job opening requiring specific skills that they cannot find a US Citizen with the skills to hire for the job. Then, they have to obtain a certification of this from the Department of Labor. Then they can file for an H1B visa, but only if the quota/"cap" for the year has not yet been met. Long story short, but it takes several months, and costs about $10,000 for an employer to go though the process.
How did the OP get three years of work experience if he has been on an H4 visa, which doesn't allow him to work? (at least not in the U.S.) Unless he is a spouse and got the experience before coming here?

I think you answered your own question. He could have also been here before on an H1 which expired.

You need a US employer willing and able to sponsor your H1B. As spouse of an H1B holder you should be familiar with the requirements.
Yes, there are some very slummy agencies who claim to support sponsors in search of talent.
As everyone else has said-switching from a H4-to H1B is not easy and is an expensive and a long process-and you'd better hope your experience if it was done in the USA was done legally or you will have no chance.
If you are the spouse of a H1B holder you might ask your spouse to get his employer to go through the green card process-we eventually did this so I could go to paid work.
