I'm a Hungarian citizen and have family in the US. I just arrived for the second time in my life, and upon entry was told that after this visit, I could not return for another year & a half.
I thought we could come up to 90 days at a time, and I ensured my return flight this time was within that amount. (arrived Feb 1 '14 to April 28 '14). Total of 86 days.
The last time (& the only time) I was in the states was Oct 11, 2012 to Jan 8, 2013. This was a total of 89 days. So I was only in the US for less than three months - over a year ago. It's not like I stayed here 200 days previously, and abused my allotted stay.
Can anyone clarify this for me? What rule would be in place to ensure someone doesn't come back in the country for 1.5 years?
You should contact the agency which issued your visa to obtain clarification as there could be any one of a number of reasons, and contributors to a forum can only speculate. Good luck.

I don't know anything about 1.5 years. You entered under VWP and made meaningful departure. You did not violate VWP program. You should have nothing to worry about.
Another solution is to obtain a visitor's visa at the US Consulate and can stay up to 6 months if 90 days is not enough.
