For me, it depends. If the cable guy is there to swap out a bad box or fix something that is the cable company's fault (i,e.-they put in the wrong splitter or the transformer blew or they didn't give the right internet cable), then no, I'm not tipping. I did tip the original cable guy who installed all new lines in my house. I had just purchased my house and we had not moved all the furniture in because we were having new lines put in. The house had no cable at all. This was one of the nicest guys I've ever met. He was there all day long and offered to bring me back lunch! I offered him cold bottled water, iced tea and coffee. He saw me struggle with a box and ran over to help. I wasn't expecting more than a "hello", "here's your bill" and "goodbye" from him. I gave him a $50 tip because he spent the entire day there and didn't do a shoddy job and most of all, he was courteous.

Anyone doing work inside/outside my home and does a great job. I'm a pretty picky person so I expect a lot. If they deliver a great quality job and are courteous, they get a tip. All are offered something cold to drink.
People I don't tip:
Any counter person in deli's/bagel stores/Starbucks (I don't go to Starbucks but I know I would never tip the counter person) Don't be leaving a tip cup out on the counter either.
If you are happy with the job no matter if it is cable or something else, why not give a tip? Obviously it also depends on how much work was done and the time it took but $5 or $10 for something is never a bad thing for a quick service appointment.

Because being happy with the job is the only real option for a service call. If you are unhappy, likely the work was not done. I don't pay people directly for doing their job unless it's someone who does very specific work for me, like a barber.
i tip my barber everytime i get my haircut. i tip my mailman at christmas. I tip anyone that brings me services such food or cable.
