Not trying to be on a soap box but if you have a fence around your home as we are required to do here, then take the ladder/or steps out of the above the ground pool and also remove or lock furniture that could be used as a booster and the kids "should" not be able to get into the pool. If you have an in ground pool and don't have a safety fence that is a different story and you are getting one which makes sense.
That said, there is no substitute for watchful eyes and if you have a pool and little ones (especially but certainly not exclusively) even one moment can be a recipe for a disaster. My point is that the fence alone is not the answer. How many times has a drowning happened in a neighbors' fenced in property that the kids decided to climb over the fence. The neighbor did nothing wrong and yet they suffer because no one is watching the kids.
I see it time and time again. Just recently my niece took her kids for swimming lessons at the community pool. The life guard offering the lessons had one kid in the pool and the others sitting on the ledge, he turned his back for a second and my niece jumped into the pool after her daughter who had been on the ledge and decided to get down and went under. My niece had to save her own child as she did not come up. It all ended well thankfully but this lifeguard turned his back and was alone. It only takes a second.
