If a house is legal or not is really up to you to make it legal. The problem will come back to you if you can not find a cash buyer. Then you have to deal with the headaches later. Inspector do not care about these things since they know sooner or later someone has to pay the penalties.

Well that does make sense. If after an appraisal is done the bank requires the CO's and there aren't any, it can cause a potential buyer from getting a mortgage approved.

Not necessarily. When I bought my house there was no CO on the garage. I was already approved for my mortgage except the bank wouldn't release the funds. Sellers got the CO and everyone was happy.
It can go either way but I wouldn't tell people they have to find cash buyers only.

that is accurate. The reality is most appraisers don't care.....of course depending what it is. From people I know personally...illegal decks, illegal half baths....non issue
