ToH can perform sidewalk repairs (and they bill the homeowner), but they have a 2yr backlog. The crazy part is that ToH employees aren't performing the work, it's contracted out. So why the backlog - they could simply add other contractors. Again, ToH isn't paying for the repairs, the homeowners are, so ToH isn't constrained by their budget.
Does anyone have more insight on this? Just the usual government incompetence and inefficiency?

Just blame it on what every thing else is blamed on....Corona.
You may be joking, but that is what they will blame it on. My town has been using Corona as an excuse for their own backlogs.
OP - why not just find your own contractor to do it? Will probably cost less than the one the town sends. The town's contractor has to pad their number for kickbacks.

I’ve called town of Huntington 164x last week left 5 messages no call back. They are sitting at home getting laid and doing nothing.
They outsource to their friends and big donors, so they may be waiting for them to be available. As someone else suggested, you should bid the job out yourself. You'll likely get a cheaper price and your sidewalk will be repaired.
The town of Islip used the same exact words when everyone was waiting for weeks to have trees picked up from that last storm.

ToH rate is ~$150 per flag (4'x4'), which is pretty decent. But yeah, I'm not waiting 2 years, so I'll find a contractor to do it.
