HCSA (health case savings accounts) are more restrictive than HRAs. HRAs can be rolled over , HCSAs cannot be rolled over to the following year. I think you lose the balance if you leave your employer in both cases (although you can continue to make claims after you leave for stuff that happened until your termination date).
HRAs are more generous with payments for insurance premiums too.

Invest your HSA, they are a tax shelter that continues to grow for you. I have mine through Payflex and HSAbank - both investible over the amount of 1k. The govt changed the law in 2015. An FSA does not roll over.
