As far as I know, yes. Just plant them 4 feet away from the road (that's also better for the plants, otherwise they struggle to get enough water). You might want to call 811 to make sure there arent pipes right there.
I hate to be the bearer of bad news here but, before you plant anything on your front lawn tree wise (or remove) you are required to get a permit. There are also going to approve of your selection. So as far as "tree fencing" goes I would not get my heart set on it. Check the town codes.

Not just a good rule of thumb for evergreens. Most shrubs need room to expand. The problem is that people want privacy like yesterday and plant things too close and them a few years down the road and they are dying due to lack of air flow.

Ignore this. Greatest tree on earth for your home. Will block out all neighbors fast and cheap. When they reach desired height jut cut the top to stunt growth. 5 - 7ft apart will give them room to grow. I did 4 ft and they are over the power lines now in 4yrs started at 5 ft. New owners love them.

I had them at least 6 ft apart and the inner branches all were dying from lack of sun. They are a great tree for quick privacy but like many fast growing trees tend to hit the wall around 16 years. Also their root systems are shallow so there is also a chance of them falling over.
Please don't plant Leylands....google issues with Leyland Cypress and you will see they will present a host of issues and here on the Island, they are often planted in too small of a space. And as they get larger, you will be unable to maintain (shear) them due to their massive size and if you do all of the dead wood inside will be exposed.
A popular alternative to Leyland are Thuja Green Giants (I have these). They grow large and aren't prone to the issues that plague Leylands.
The Emerald Green Arb is popular and isn't as large as the Thuja or Leyland but is slow growing.
