Both. There is a perception that areas with sizable black/latino populations perform poorer compared to their white counterparts. That perception is often backed up by the reality of the data esp. here on the Island.
Lynbrook is majority white while Valley Stream has a sizable black population. I'd further guess that the proportion of black/minority students within the Valley Stream school district is higher than Valley Stream itself as many white residents don't like to send their kids to schools with black kids (Malverne comes to mind). The price of a home in Lynbrook with Valley Stream schools will be lower compared to a similar home in Lynbrook with Lynbrook schools. That difference is almost solely due to race/school system.

Valley Stream has FOUR school districts, and yes, it's wasteful and absurd. South side of Munro Boulevard goes to Hewlett-Woodmere schools where there are nicer homes and higher taxes. This particular Valley Stream S.D. may rank in the vicinity of Lynbrook's and the area resembles the Five Towns.
Valley Stream in general has more of a working class vibe than Lynbrook, if you exclude the semi-industrial area north of Merrick Road near the RR trestle.

I live in LI, in NHP. I'm looking to buy a house for my parents and sisters (no kids, so great school district is not necessary). How safe are Elmont, VS and FS. My budget only allows me to buy in those areas. Is all Elmont bad? is all VS bad? I'm looking for something no more than 10 min driving from NHP. So, I just want to know what areas in these neighborhoods should I avoid?
