Fence Rights - Can neighbor eradicate plants touching his fence on my side of the fence?

Also one of my neighbor has rose of sharon bushes up in which they never cut. The other neighbor has vegetables that grow on my fence. The back neighbor has weeds that grow into our yard. Am i allowed to cut them without asking them??

Rules and regulations vary not only by State but also by Cities, Towns, Hamlets, Villages, etc.

If your plants/bushes hang over or through his property line, he could complain to the city and have the greenery pruned off his side. Disputes similar to this happen when tree branches arch over a neighbors roof for example. The city can enforce you to remove the offending branches on your tree so there are none hanging over.
