You should have communal bins, as already mention by another poster. Than this is billed to the owner of the building and they would add it to your rent. If you are in a duplex or triplex and have your own bins, than you would be billed to your address. It is part of the water and power bill..

As far as I know the usual situation is that the apartment manager arranges for a trash company to pick up the dumpsters weekly. I had assumed this topic was discussing that you would be getting an extra fee added on somewhere.

My trash fee is included on my statement from DWP.

I just got a fairly ambiguous email from DWP that thanked me for ordering electricity and said (along with other stuff):
Waste Management Fee - covers weekly curbside refuse, green waste, and recycling collection in 35, 64, and 101-gallon carts for residential and commercial customers. Fee is based on cart size...

I ASSUME there will be a cart when I move into the apartment (again, there is no dumpster and I will be responsible for the trash)... but I don't really know. I'm just going to wait & see. My landlord was equally vague when I asked her.

That sounds exactly like my single family residence. Every house gets one 64 gallon cart each black (ordinary trash), green (yard cuttings) and blue (recyclables). Considering you're in an apartment perhaps you can get just one 32 gallon black cart (and maybe a reduced rate) but I sure wouldn't want to store that inside. Ew!
