why not just use their WiFi with your own laptop or smartphone? In all honesty given how cheap tablets & smartphones are nowadays I wouldn't be surprised if libraries stopped offering terminals at all.

Because Microsoft just dropped them in the grease. No more security updates, and many companies are already moving away from XP. Ancestry will not work like it did before pretty soon, and that's just one example. It's the axe for XP.
