I got a job in Moorpark and I am looking for a place to live in LA. The two most important criteria:

1) 30 minute ideal to 40 minute maximum commute with traffic.
2) Reasonable taxi/Uber cost (<$15 per trip), hopefully during peaks, to culture and nightlife areas of the Westside.

After those, I would consider best value, young population, and safety as other items I would like

I don't think those two things are possible. You can have one or the other. You don't mention what time you work, but assuming you work regular hours (8 to 5 or 9 to 5), you probably need to find a place in Chatsworth or close to Chatsworth to have a 30 minute commute. Simi Valley would be even better.

I used to live in Moorpark and it's kind of in the middle of nowhere. You could probably do Woodland Hills to Moorpark in 30 minutes via the 101. You could also try Sherman Oaks (IMO the most fun district in the Valley) and it may be 40 minutes via the 405 N (it's a reverse commute, everyone else is going south in the morning).

I wouldn't live in Simi or Chatsworth if you are looking for nightlife, might as well live in Moorpark then.

You'd be better off finding nightlife in Ventura, or maybe even living there.

Thanks all. Is Studio City too far? I saw this morning that the commute was ~40 minutes on Google Maps

No, anywhere is the Valley would be fine. You might want to look at the 118 as an alternate to the 101, BTW.

that's a long drive, but it's a reverse commute so 40 minutes may be doable. the thing is, you'd have to live in a very strategic location to make that work. you'll want to avoid the 101 like the plague, which means you'll need to live close to the 170, which is more valley village than studio city. the same could be said for sherman oaks. if you live north of the 101 with easy access to the 405 (say around burbank blvd), you could avoid the 101 traffic and get to moorpark much quicker.
