Not to diminish your personal (bad) experience(s), but the OP described herself as maybe looking "Latin" and since she described herself as such, I'm assuming she was asking how she herself would be received in Manhattan Beach.

I grew up in the beach cities of Redondo/Hermosa/Manhattan and am of Mixed-Race like you, in general racism is not an issue, even when it is it's a subtle "California Racism" that is more about exclusion than showing hate. Nothing you should be too bothered by. The only somewhat vocal racist in the area would probably be in Hermosa Beach, there are some young skinhead-local only-skater young people who think they own the city.

I'd think harder about how well you'd fit in financially than racially. It is very expensive and people have tons of disposable income, which can make befriending difficult if you can't afford to do the things they want to do.

This is true. However this was somewhat an anomaly imo. Probably the doing of a local youth with lack of direction.

Manhattan Beach family believes suspicious fire was a hate crime - LA Times

I'm brown-skinned and have never been made to feel uncomfortable.

One caveat is that most people dress pretty conservatively, even with casual wear. If you're a minority wearing khaki shorts and a v-neck t-shirt, you're going to be fine. If you look like you don't belong, you're going to draw attention even if you're white... but even more so if you're not.

Part of that is because burglary is an issue in the area, so many people get suspicious easily.

Lived in Manhattan Beach 6 years, with somewhat mixed reactions from neighbors. Some were horribly racist, some were not. So many random strangers would ask me where I'm from, without any polite conversation or introduction preceding this horribly rude and intrusive, belligerent racist question that forces barriers and categories upon people rather than inclusiveness. We were obviously not a Caucasian family and frequently got ignored at several retail establishments at the Manhattan Village mall and restaurants. Many strangers had the nerve over the years to ask me if I were my own daughter's nanny, though I was well-dressed and driving a luxury car...apparently people who look like me must be the hired help. Other children in my daughter's class asked me point blank if I were her babysitter. Racist, smug, little brats.

Seems to be an annual thing for OP: ask the same question and disappear.
