Culturally speaking View Park-Windsor Hills are part of Baldwin Hills/Leimert Park (to go along with another recent thread) just on the black side of the white flight line. They just happen to be across the political map line and outside of the City of Los Angeles into unincorporated County administered land. Meanwhile on LAUSD's map the streets feed into Westchester High instead of Dorsey or Crenshaw High.

And they are slightly more expensive than north of Stocker Street into Baldwin hill proper.

Altadena is part of the Pasadena Unified School District, one of the lowest ranked districts in the state. Some of its elementary schools are improving, though, and there are some magnet schools.

Not much actually. The TV show from 10 years ago, Baldwin Hills were actually kids from View Park/Windsor Hills going to Westchester High Beyond a half black enrollment at Westchester High being more diverse with multiple races than Dorsey High which is now about half black and half Latino, of course there are major differences in the test scores.

As far as government services the city side of the border tends to make changes faster than those under the County Supervisor since Kenneth Hahn retired. And while LAPD has it worldwide reputation locally the talk was don't even think of responding to a Sheriff's Deputy like you would a LAPD Officer. Meanwhile further west into Culver City that aggressive police force were legendary for stopping black folks back in the day.

OP, also consider Sacramento. It's a 2-hr. drive to the ocean, has local beaches due to the confluence of two rivers, is hot in the summers but gets breezes from San Francisco Bay that cool it off at night, and is well within your budget. You could inquire on the Sac. sub-forum here. I'm also leaning toward recommending Monterey, which hosts the famous Jazz festival, but I'm not sure about the affordability there. You could ask on that sub-forum, too. Good schools, 4-1/2% AA population, plenty to do, good environment for kids. Locations outside of town are more affordable.

So, as you now know, nobody who's originally from here calls it "Cali".

No one calls it Cali, no one calls it Frisco, and the only ones who call it the Southland are the weather men. People pretty much say L.A. or SoCal.
