To media's perception, maybe, but statistically, it wasn't. In 1990, Chicago was top 4 for highest violent crime per capita, only a few way smaller cities such as Miami and Atlanta were higher. It only gotten a little more worse in the few following years; meanwhile, LA began improving a little earlier. There's a reason why out of the big three, Chicago is the one that demolished the most public housing projects. They were too violent, cartel level even at times.
