I have been reading about racial discrimination in Louisiana. Can you please tell how serious this is in ruston and in LA tech campus.

Racial discrimination against who? Blacks, Whites, Hispanics, Asians? Middle Easterners?

Umm no. While yes lots of people in the South have manners, not everyone does, either. There's class and trash in both the North and South. And having manners does not equal not racist.
