With lots of negative going on, I think Louisville can emerge from this as one of the premiere cities of the 2020s.

Louisville is a great city, but it will always be held back by the fact it’s in Kentucky. Kentucky’s laws, taxes and way of doing things are pretty backwards and hold Louisville back. If Louisville were in Indiana it would be significantly better off.

Can it still experience a cultural awakening, sure.

So, all points well taken. However, long term, I do not see that holding up. Time will tell.

WHY??? I do not think Indiana is any more culturally advanced or progressive than Kentucky.
The Bible Belt takes a huge detour into the midwest when it passes Indiana.

What is so much better about Indiana? It's a very generic, middle American state. Some places of beauty.
Many fundamentalists, dry counties, religious colleges, and universities - in fact, ALL of the non-public unis are religiously affiliated.

Indiana has no dry counties, there are plenty in Kentucky.

While I dislike the general ineptness of KY's govt I also think blaming state govt for local failings is a bad excuse. TN and IN both have much better run state govt than KY but it's not like all cities in both states are booming. Nashville and Memphis are both in TN but are developing at very uneven paces. Same in IN with Indy vs NW Indiana. or Grand Rapids vs Detroit, Cleveland vs Columbus, etc.

I will be interested to see how much downtown development is effected by months of unrest. An incident or two doesn't seem to scare people off, but months of unrest might. Unlike other incidents where the involved cops were arrested it appears that will not happen in the Breonna Taylor case, which means unrest will continue for a long time. In short run I think a lot more urban development will happen on the IN side. Also lofts under construction in all three cities. Home prices have gone up 40% since I moved to NA. There were starter homes for under $60k in 2015, now cheapest homes are $100k in same neighborhoods.

What non-public universities in Kentucky are not religiously affiliated? Surely not enough to be significantly different than Indiana. In Kentucky, in most cases it's a loose affiliation but that's probably the same in Indiana.

The fact that Kentucky’s State government is significantly underfunded. KY can’t even pay its State employees pensions. One of the lowest teacher pay in the nation. High poverty, I could go in and on. Not too mention a dwindling tax base from people fleeing the State. If Louisville were in Indiana it would be so much better off.

Also, Indiana has a much better view across the country, although still viewed as a conservative enclave. Indiana has a balanced state budget and has for years. Indiana pays its teachers and State employees much better.

Kentucky, unfortunately, is home to some of the poorest counties (Owlsley, Clay, Harlan, McCreary) in the United States. These localities are likely using more in public funds than they are contributing because of the difficult economic circumstances their residents face. Therefore the revenue has to come from the more prosperous areas of the state, namely Lexington-Fayette, the Cincinnati suburbs, Louisville Metro, and Bowling Green-Barren Co. Thus, Louisville Metro does run the risk of seeing a disproportionate share of its tax collections getting siphoned off to help these destitute communities. Would becoming part of Indiana help keep state tax dollars in the area? It may be worth looking into, though Louisville might want to consider the post-industrial tragedy that is Gary, Hammond, Munster, and East Chicago before deciding to become Hoosiers.
