Louisville starts reparations study (high crime, law school, university)

Louisville mayor says the start of his reparations study will help redistribution of wealth. That verbiage is actually a quote by Mayor Fischer,

When a city has a big population of blacks (23.60% in this case) and really high crime (3rd highest crime city in USA) it may be that the mayors and city councils are trying a preemptive measure. Of course, with little chance of it happening, getting up false hopes could make it even worse.

I am not opposed to reparations per se, there are many specific cases of govt actions (or inactions) putting Blacks at a disadvantage. I is getting more complicated as the population becomes more mixed how you divy out funds, what about mix race people, etc. It should have been done at the end of the Civil War. In this local instance I think it is more about city officials who caused these problems trying to shift blame elsewhere. So you give all Black residents a check... but then do nothing about the dangerous chemical factory pollution they live near. Or do anything to improve infrastructure locally. How does that solve anything? Will they stop super long distance busing and instead properly fund and run local schools?

Yeah, probably trying to avoid another race riot by bribing people off to behave. Eventually, the wrong person will be shot again by law enforcement. It's just a matter of time.

Similar to the energy funds that are handed out each year, it’s only for those in Jefferson county. Residents across the county line, and under the same power company (PG&E) don’t get any of those energy funds, regardless of need. So when reparations are eventually handed out, only those IN Jefferson county will get money. Even if a family legacy worked at Churchill Downs in the 19th century, then moved to Shelby, they will be out of luck. That’s how it works with this mayor.

I wonder what fraction or percentage black/African one must be in order to receive reparations. If you stop and think about it, a precedent has already been set. In the case of Elizabeth Warren, she proved she is 1/16th Native American and that qualified her a free education at the University of Texas Law School paid for with funds that has been set aside specifically for Native Americans. That's basically a form reparations, but as far as I know, the govt doesn't call it "reparations". But that's exactly what it is.....So, for nothing else but the sake of consistency, it seems to me if a person can prove he or she is 1/16th black/African, that person should be eligible to receive "reparations" if they ever do become available.
