North Beach Person - Yes, I found 3 of these large outlet pipes near the ditch bowl (rain garden type) and they are all open to a yard pointing towards my property

MidValleyDad - This development was started in 2013 and finished in 2014.

The County has not responded to my email. What would be my next steps?

Out of curiosity, who is the builder? I'm in HOCO too and my neighbor across the street from me has the same issue. 3 new homes were built in 2013 and ever since, the yards of the existing homes are a constant swamp. Just wondering if you are dealing with the same builder they are. The builder they are dealing with is attempting to reroute the drainage. FYI, we don't have any wetland issues and yet, have the same issue.

Is what you need online? If not, call. I'm finding a return to the sort of old fashioned stuff like calling brings results. Be sure to get names.
