Because candidates wanting to do something about it are almost never elected. They're labeled socialists or even communists. I would absolutely give a good chunk to charity (which we have no knowledge of whether these folks are or aren't), but no way I'd pay a penny more than I owed to Uncle Sam.

The uber wealthy don't get "salaries" as we know it and thus are not subjected to income tax. They pay tax through corporations, have money to pay good accountants, and can move their money almost wherever they please. They also don't need the government, we do. And we keep re-electing people who have enriched themselves in Washington over decades of "public service."
