This is a difficult question to answer, because everyone's idea of best and worst are so different. What are you looking to do, because that could help me figure out what you want.

Lawrence: drugs, crime, corruption, filthy, ugly. Major section 8 population, most English speakers have left. School system has a history of sending its Supts. to the klink for malfeasance. Haverhill: Next to Lawrence and is stained by it. Lots of $40 whores work the streets. Hideous. Methuen: We're #2, we try harder but still, next door to Lawrence. Salisbury: Lawrence by the Sea. And a townie mentality, idiots run the town. 30% of HS students that start in Sept. don't finish in June. Transient, scummy place that belies its seaside allure. Lots of prostitutes/ strung out strippers, cokeheads hiding out from the Lawrence PD, heroin and fishing are the main industries. A nice place otherwise. Well that's four anyway. Did I mention Lawrence?

Let's not forget Lynn.

From Wikipedia:
Infamously known as, "Lynn, Lynn: the city of sin. You never come out, the way you went in," or "Lynn, Lynn the city of sin, if you ain't bad you can't come in!"

I'd say it's Lawrence's sister. Cwaggy may be able to explain better (I'm not originally from MA).

Yah, forgot Lynn OMG. I think because it still has some nice sections, a few nice places to eat, a college, a nice oceanfront at Lynn Shore Drive. Lynn is the Riviera compared to Lawrence. It has a few redeeming qualities where I can't think of any for Lawrence.

Well if you are looking to move around essex county, the place I would personally suggest is the best in the area in Andover, well that is if you can afford it, its pricey to rent but the school system is rank pretty high! I moved from NYC (uptown) in 2006 and moved to a small town named Lawrence....Yeah bad idea...I must admit coming from NYC it did not make much of a difference for me, but I wanted to get away from all that ruckus and it was not much of a difference! To me Lawrence is like washington heights in NYC the only difference is Lawrence is smaller so that makes it WORST! Good Luck!
