On the Big Island farm workers are needed in South Kona and farmers sometimes provide bunk housing as part of the compensation. This would be a safe way to live inexpensively and get to know the people and culture. Just a thought.

I tried to do the 'live free' thing on Maui recently for nearly 3 months; even bought a van. Though I moved around frequently, even to different towns, it quickly got to the point of dreading the nights. If the cops don't harass you, the locals will. Seriously, don't bother --- not worth the stress. By the second time the cops awaken you, you're in the system and your situation will become more dire. 40 years ago it was totally a piece of cake; lots of people did it. Now... let's just say I started to hate people.
On the other hand, if you're on foot, very alert and sneaky... you can do it for awhile. Again, the locals are your biggest problem. Add to this the fact that on Maui everything costs twice as much. The Big Island is the place to go. Nice people, more roads, more camping areas. cheaper to live in general. Avoid Maui if you can.

Stealth camping involves the use of bivy sacks instead of tents, micro stoves, small led flashlights. Sealine packs are water proof and can be hidden. Wearing sports attire, riding bikes as if exercising daily, are ways to mask occupation. I don't know Hawaii, but I have done this in Southern California. You must hide your camp during daylight hours and try not to use flashlight much, and don't talk much at night.
