What non-Latin American culture is most similar to Mexican culture, in terms of values and customs?

I don't think there really is any. Mexican culture is pretty unique and has to do with the history of that country and the blend of the people there.

Philippines, without a doubt. Or maybe Macau in China, which is Portuguese influenced.

The Phillipines is a Latin American country located in Asia where people speak English.

Another one that could work is Guam. Chamorro culture has much Spanish influence just like the Philippines.
